Vulcan is built with a program called buildgen that creates makefiles
from Visual Studio 7 project files and a file called vulcan.build which
is a more-or-less XML definition of the generic rules for building
Vulcan and the specific rules for different platforms. The set_platform
step creates the makefiles.
