Actually, this answer could be a bit different :-)

MSDE has a "workload governer" - you can have more
connections than concurrent workloads. This is the
"acting at the same time" sentence of question (1).

So, for both of the questions, the answer would be
1024, as this is the number of connections Firebird
supports.
