Do you find fb_inet_server.exe in the /bin folder? If the answer is yes,
then you selected Classic server during the installation and forgot to
check "Use Guardian". Failure to do that causes the Guardian to look for
the Superserver executable, fbserver.exe.

The cure (apart from uninstall and reinstall) depends on whether you are
running fb_inet_server.exe as a service or as an application, it's quite
complicated, and won't work if something gets missed.

If the platform is Win98, then the Guardian won't work with Classic at all.

If you are a "newbie", the uninstall/reinstall option probably wins. If
your machine is Win98, install the Superserver.
