I use IBO and I’ve subclassed the connection component to access a control
table in my database and compare that to connected users. It seems to work
very well - I’ve gotten more license sales as a result.

If you use Classic server on Linux you can limit the number of connections
in
xinetd (or inetd) configuration files.
