No, and it isn't meant to, either. The point about the registry entry is
that it allows an application or a user to determine which version(s) of
Firebird are installed and where to find them.

This does not apply to the tools that are part of a standard Firebird kit.
It is intended that the client tools use the client library they were
compiled with. So they just follow the standard rules and preferably
should find the fbclient.dll in the same directory.
