THAT I think is the reality.
Our deployments have checks for growth ( left over from previous
experiences ) and automatic backup, so we can pass the correct
information to the 'supervisor', who does not need any special training.
BUT the supervisor only gets the SYSDBA password if THEY think they need
it, otherwise we handle anything at that level via the remote link.

Even on the big sites, the supervisor is normally happier to leave
SYSDBA 'functions' remote ;)
