It is a tough one, as it depends on what you application and users are doing.
I have server that is at least "twice as good" as the one you plan to use,
and I can bring it to it's kness with a single user running a single query,
there again we have a system in production that supports 4-5 times the
'users' you plan to support on a server that is "half as good" as the the one
you plan to use.

The only way, IMO, to know for sure is to test it. You say you plan to
support 400 users with a DB up to a GB, so test it with 6-800 users on a 2GB
DB. <g>
