Really???????? You want the ability for any user to deactivate
triggers? A user working with triggers deactivated would require exclusive
access to the system. Getting exclusive access requires the SYSDBA to do
the shutdown anyway, so SYSDBA can deactivate the trigger and then
reactivate it before s/he puts the database back online.
