AFAIK no non-trivial collations are available for UNICODE_FSS.

Collations can be added as code in a DLL. There is generic
code in place, which can be tailored using tables, but this
only apply to narrow (8 bit) character sets.

customer decides.

Anyway, in the current state of FB it is much more efficent
to use narrow character set matching your user's need. Why
do you want to go UNICODE_FSS?
