Go a step further. Train them not to copy database files at all. Or even
store your database files somewhere hidden and use a alias (1.5+) to access
it. There is absolutely no need to copy a database file. Backup is to be
done by gbak, which can even safely be run while the database server is
working.

service is not running, correct?

I repeat: There is absolutely no need to copy a database file.
