That was in firebird-devel, so I'll repeat it here:

You need project firebird, module firebird2, branch B1_5_Release,
directory /src/install/arch-specific/win32

If you use the ViewCVS interface at SourceForge, switch to the
B1_5_Release branch *before* you descend into that directory. If
you descend first you won't be able to select the branch anymore.
