Well, if it is any consolation, my vanilla install of XPPro w/SP1 runs
Firebird 1.5 fine.

The Firebird installation process is meant to be absolutely foolproof, so
I'm left wondering what has happened in your case.

Is there anything you might have left out when you installed XP? (Can't
think what.)

Which service pack is applied?
