This type of problem is precisely why my company steered away from
Interbase years ago.

Now that Firebird is available in an embedded environment, we address
this problem by never installing the server -- just install the
embedded system. We then use either our favorite Delphi middleware
<http://www.AstaTech.com> or an embedded Delphi Web server to
interact with the database.

Looking forward, we're reviewing the numerous Python application
servers which can also embed Firebird and make a similar move to
Linux, Mac OS X, etc.

I realize that this solution is not suitable for everyone, but for us
it provides a highly controlled install environment.
