I had major problems with reliability in the early days of one system.
We re-engineered it several times, and reduced the amount of network
traffic to almost nothing. THEN British Telecom employed an engineer who
knew how to configure Frame Relay. Our problems disappeared overnight
and our usage figures rarely get over a couple of percent of the
available capacity.

You need to know the network is actually working before blaming the
software even when the 'experts' are saying there is nothing wrong with
the hardware :)
