I just tried a vanilla install onto a Win2K box that previously had SS
running. No problems that I could see.

That is intentional and should be documented somewhere. It is difficult to
kill Classic as an application, so the UI of the cpl applet doesn't work
consistently across SS and CS. Better to not install it for CS than
install something that doesn't work correctly.

You can still use the instsvc utility to start/stop CS as a service.
