If it's any help, I had the same experience trying to run the Guardian with
Classic on Win 98 with Fb 1.5.0. There was no solution. Since then, I
upgraded the OS on that box to Win2K. On that, I can run Fb 1.5.1 Classic
as an app, with or without the Guardian. I concluded long ago that it's a
Win98 issue. I think I even wrote it up in "the book" as such, after Geoff
Worboys and I spent a day trying unsuccessfully to make it work.

Just run fb_inet_server directly, viz. put this in your shortcut:

Your\Path\fb_inet_server.exe -a
