I already tryed "fbguard" "fbguard -c -a" "fbguard -c" "fbguard -a".
In all cases, the error is the same. the complete error is:

"c:\Program Files\firebird\firebird_1_5\bin\fbserver.exe: The
guardian was unable to launch the server thread. errno: 2"
