I download from http://www.firebirdsql.com/download/prerelease/win32/
(the second file 3.6Mb).

No other change I did in my W2k3, is a PDC.

Can you detail anything in peticular you did out of the ordinary for
those that are having trouble? If you followed some install guide, do
you have a link or URL to it? Did you make any changes to the OS itself
or to FB's defaults, if so what?
