On SuperServer if you stop the service, all connections are
terminated. Of course in very UNCOOL way :), but it unlocks database
file.

But I'm afraid that even after restarting default instance of classic
server some instances of fb_inet would remain - probably with large
queries not completly fetched, as you said.
