If I'm using the dll file needed in deploying the application, can I still use the gui tool for firebird like IBAcess,IBCOnsole or IBEasy to view the data and table?

you're missing to read the documentation. Depending on your use of
UDFs, character sets or custom firebird.conf settings you may need to
deploy more files. And, don't forget the license text: that's required
if you want to deploy any part of Firebird.
