My guess is that the application developer has a pretty good idea
which parent tables are stable - provinces in Canada - and which
are not. [Overly political parallel to states in the US after
this election suppressed.]

Deferred constraints would be a good thing, I think, but they
are no panacea. Your data entry clerk wants to know that Onnterio
is not a province sooner rather than later.
