Maybe it is wild guess, but try to change the owner of the directory to firebird like this

chown firebitrd:firebird /srv/data

The only user who needs access to the database is the same
user who is registered as starting Firebird. No other users
should have access to the database!

Is access denied when you try and run the create script, or
at some other time?
