What is the best way to develop a new character set for FB v1.5:

I looked into http://www.brookstonesystems.com/ which has required docs and
headers but it claims " ibCollate does not currently work with Firebird 1.5,
"

is there currently any kind of SDK documentation for FB v1.5 or the best
thing to do is to look into FB source code?
