Olivier,
I installed gds32.dll with the application installer and with instclient procedure. It doesn't matter, IBX Admin palette don't show-up. Using gds32.dll from RC2 it works. Do you have IBX 6.0.8 ? Do you test it with RC8 ?

Alan, it is well-known that just renaming FBCLIENT.DLL to GDS32.DLL
does not work with IBX. That gives you a GDS32.DLL tagged 1.5 and
there were reports that IBX didn't like that.
Using instclient.exe will give you a GDS32.DLL tagged 6.3 and that
one will be accepted by IBX.
