My personal opinion is that the problem is SP4. It has a
number of other network faults as well so until they are all
fixed, then SP4 is on hold on any of my sites. But we will
never know if they have been fixed anyway :)

I've tried to pin down the problem, but anything to do with
RAS seems to become unstable when SP4 is applied. When
installed so that it can be un-installed, the problems are
not removed by un-installing, so only a clean build will
restore 24/7 (or the best W2k can do at that anyway).
