True for backup. You can work on the DB while the backup is in progress.
But take note of these :

1) Any update made to the DB after backup has started won't be in your
backup. If you then restore that DB you will miss those updates done
during the backup. So downtime is better.

2) Of course, users won't have access to DB during restore.
