yeah i use services mmc to start/stop the service.

the root is correct as it prints the error messages, if i change it,
it wont find the error file, so I know its looking at the correct
registry entry.

i also have fbConfigManager (which i dont use), which uses the same
registry entry to find the config file, which loads without error,
so, again I know the registry entry is correct.

RC2 didnt show this problem. I will attempt a re-install of RC3, if
the problem persists I will try RC2 and see what result I get.
