Win 98 doesn't support running as a service, so the -a flag is optional
there. On XP, you have to specify whether to run it as an application or
as a service. You can create a shortcut for fbserver.exe, then edit its
Property sheet to include the "-a" flag.

Because someone has to be logged in to start it as an application, whereas
the services manager controls services and does so even when nobody is
logged in. It's bad security to leave an unattended server logged
in; but, in order to keep the fbserver running as an application, you have
no choice but to do so.
