It came with the 1.0 release. You can also get it at
(glue URL back together):

Of course it doesn't document additions that came after 1.0

I've never used 1.5 (I'll wait for the release). If the additions for
1.5 are not documented in its download package, maybe you have to look
in firebird-devel
