Don't even try!
Cities should be stored/tracked as simple text, no more no less. You
will grow old and die trying to do anything else.
Consider my case, my mailing address is: "Don Mills, Ontario,
Canada" Only one problem! There is no city called "Don Mills", it is a
postal/mailing designation only.
Then, consider where I was born: "Ville St. Pierre, Quebec, Canada". I
doubt that your database has an entry for the town, but it is necessary
for mail purposes.
Life's too short, don't make more work for yourself than you need to.
