come on now, you just grant all privileges to a role, then grant the role to
user as they are added
I'm assuming that you will add the 5 million users one at a time.. :-)

let's see, one per every 5 minutes ...
the next 47 years should do it

Mmmm...for each user you create (be it 5, 50, or 5 million) you have to set
up privileges. That could be quite a big script for 5 million users...
