This isn't related to the System Restore feature, because
Windows 2003 Server doesn't have it. It is a kind of
"timing" problem that affects everything <= IB 7.0
and Firebird 1.0.x.

This was fixed in Firebird 1.5 and InterBase 7.1

People have reported that it might help if you change an
OS setting so that the processor is optimized for applications
and not for services, though this change might affect other
applications negatively, so use that with care.
