asking for more details, as the way it looks now it only works from a CD.

There is also a mention of using the ESRI Map Objects address standardizer

This product also seems to do address standardization, although there is no
mention of sdk or price:

There are also a number of CASS-certifed products out there (such as
http://software-datatools.com/178/178-02-10000/aw). However, I would only
be using a small subset of this functionality, and the extra cost of the
CASS certification seems unwarranted.
