It's the reverse of "shutdown". A "shutdown database" disables new
logins and/or transaction and forces people to disconnect. After this,
the database is in - almost - single user mode, only the db owner and
SYSDBA can connect. This is useful for maintenance, like validation,
or adding foreign key constraints or other metadata operations.

Via "gfix".
