well sometimes you may want to make system calls without being in a
shell (or any other direct system context)... interoperability is the
word that comes to my mind...

If they pay (enough) for I can live with that.. ;-)
I think it is never bad to give possibilities to an admin. This is not
the same than enabling every plain user to click on an exe in his/her
email and destroy the entire system.
