Probably embedded within /usr, but I don't usually install them or use them,
so I have never looked. But distros can and do make their own rules about
where to install packages. That is what distros do.

Another topic of endless debate is whether package maintainers should follow
the practices of the major distributors, or just a single distributor, or
some neutral standard or whatever.

I think the first (and only) question is to decide what is best for Firebird
and users of Firebird. Everything else will fall into place.
