I think we need more information. What are the circumstances that lead to
this message?

Can you also confirm whether you did a complete uninstall of the previous
RC? You may have to do it by hand but it is necessary unless you understand
the new rules for the client library. These are explained in
doc/README_Win32LibraryInstallation.txt in the doc directory
