Yes, restore it under a different user name. The database objects, however,
will not change owner. You might want to send Thomas Steinmaurer an
email - he has created a tool called the FBOwnerMigrator (or something :-)

You cannot give a user "back up/restore" rights. Only SYSDBA and
the database owner can create a backup.
