Can you see the processes (fbserver and fbguardian)running in task manager?
Can you telnet to your machine on port 3050 (or whatever port you have)?
What tool are you using to try and connect to the DB?
When you get the unavailable db error can you watch the fbserver process
crash then reappear in task manager?
