Yes. In FB1.5 CS part of Services API is implemented but not all.

Depending on what you need. If backup/restore/validation -
command-line utilities gbak and gfix. If to perform DML and DDL
statements - isql on server console and many tools, free and
commercial, on WIN client, look www.ibphoenix.com.
