I'm talking about capacity at the service provider - the
telephone company. One of our problems was that while we had
a 64kB connection per site, it was not being enabled further
down the chain, hence when lots of OTHER BT customers were
loading the system, WE lost bandwidth.

The router is the place to start, but it should be able to
tell you what is happening on the line as well. I know it is
not practical, but idealy you should bypass the router, and
connect the server direct to the line.

Customers can be a hindrance here, but if you can prove it
is not your problem, then you can bill them for the time to
fix it <bg>
