A gap of 2000 seems extremely small to me, I have never seen a system
sluggish for this reason with such a small number. Are you sure it isn't
just general load on the terminal server / the functionality that is being
invoked at that time?

What is the size of the app:
1) No of users
2) Size of the DB
3) No of tables
4) What is the server processor doing when it is running slowly?
5) What is your config? Clients -> terminal Server -> Server?
