I believe that these are Windows error codes that Interbase is
reporting as a courtesy:
Error code 1061: ERROR_SERVICE_CANNOT_ACCEPT_CTRL - The service
cannot accept control messages at this time.
Error code 1062: ERROR_SERVICE_NOT_ACTIVE - The service has not been
started.
