I don't know exactly.

Yaffil developers promised the support of KOI8R.

If you are strong enough in C you can take the IB Collate Kit from
BrookStoneSystems.com and properly develop KOI8R as 'user charset'.
If the locale engine isn't so broken as I think, you'll be able to
get KOI8R on client side from WIN1251 database using lc_ctype=KOI8R.
If the engine is really broken... try to fix it. If you have
succeeded and send your pathes to FB team and they applied them to
the next build (or the next version), a lot of people here, including
me, will appreciate you very much.
