yes, i also got this error,
then i doubled the lockmemsize in the ibconfig file
....
#V4_LOCK_MEM_SIZE 98304

... is the original then i made:

V4_LOCK_MEM_SIZE 196608


and so i solved the probem (Red Hat 7.2)
