Sure, it's "just" a matter of offering a second version of isc_add_user and
isc_modify user that can take a charset as another argument. This is the
easiest route. The problem is that those calls are officially deprecated in
favor of the Services API. But not much people like the Services API,
therefore...

The other way is to push the charset into the Services API so the new API
calls to control users can work with charsets, but this is going to be
harder to achieve.
