Generally speaking, you never overwrite a DLL unless the version you are
installing is newer. That DLL is protected by Windows as well, so in
theory, it can't be overwritten (although there are bugs in MSI on
Win2000 that allow it to happen). The version that IB/FB uses is very
old.

Most systems now have this DLL on it.

The official way to do install that DLL from MS is to use vcredist.exe.
I have switched my normal installers to do this, but I just haven't had
time to update any of my Wise IB scripts to do this yet.
