There is a text-mode console named "isql" in the firebird bin/ directory.
If you are looking for something like IBConsole, please take a look at the
"contributed downloads" on http://www.ibphoenix.com/

The closest replacement for IBConsole is IBOConsole by Lorenzo Mengoni;

You can start or stop the Firebird server using the "services"-icon in
controlpanel, or you can use my little Firebird control panel applet:
