Look at Ivan Prenosil's web pages:

Look for the "Security - Enhanced isc4.gdb" document.

You have to use the API for user management, and you must be sysdba for lots
of operations. But this doc from Ivan will tell you a workaround to many
things (and you learn the limitations also).
