I'm pretty sure you should be using (forcing TCP/IP connection):
ips-name:D:\Dir_name\DBNAME.GDB

using \\server\drive:\path is a hybrid NetBeui / TCP/IP so I don't know what
it will actually end up using.

on the server, localhost is fine, certainly for FB1.x.

The server should clear any remote (i.e. it won't clear localhost),
connection a couple of minutes after the offending workstation is rebooted.

With the above connection string, does the error change to 10054?

I'm surprised performance declines on a 14mb db, how many users?
